APPEARANCE! A well dressed gentleman, Victor is just short of six feet tall with long, wavy brown hair and electric blue eyes though he was born with brown eyes. His facial hair is groomed into something of a goatee. Sometimes, it's just a five o'clock shadow that's been somewhat trimmed into a respectable look. His wardrobe is mostly black with the occasional burst of colors like red or dark purples. He layers t-shirts, sweaters, and blazers with simple jeans or slacks depending on his mood. His only accessory is a smart watch and a briefcase.
PERSONALITY! Victor is an introspective and observant person. While he's not afraid of social situations he doesn't seek them out for fun. It's nice to go out once and awhile but he really likes a quiet night in with a good book. Or a night in psychically searching through the internet tracking down white collar criminals and other people cheating others out of their hard earned money. He never expected he'd be the sort of person interested in justice and taking down bad guys but he's gotten a little taste of it and now it's important he does it. He's changed slightly since getting superpowers, more interested in the gym, learning more about how electronics work, and looking for wrong-doers in the paper. Victor takes his crime fighting a little personally. It means a lot to him to help others and when someone gets away he feels like a failure but he keeps trying. He doesn't know what else to do with this strange power he's got.
BIOGRAPHY! The son of an American Ambassador and British noble, Victor was raised with the best of the best. It was a bit hard traveling all the time but when he turned thirteen his parents decided to send him to a New York based boarding school for some stability. The first few months were rough but he eventually made some friends and school was actually pretty great. For awhile, he really didn't know what he would do with his life but eventually found Architecture and Engineering to be very rewarding and pursued it as a career. While he never became anyone famous in the world of Architecture he made a good living at it and was good enough to catch the eye of an eccentric billionaire who wanted a summer home in Westchester. After construction on the home was complete Victor was invited to the house warming party. He explored the house on his own for a bit, seeking out the library which the homeowner had very explicit instructions for. There were many bookshelves but also quite a few display cases and display stands. Idly browsing Victor touched one of the objects, a strange geometric iridescent disc. It gave him a massive jolt and he blacked out. When he woke up hours later the party was almost over and no one had noticed his absence. Victor made his excuses and left. When he looked in the mirror that night he was shocked to discover his eyes were now a brilliant, electric blue. It took a few days of strange things happening but eventually he realized something had happened to him that night. The disc gave him superpowers, all relating to technology. He could manipulate any electronic device. He could read cellphones and computers that weren't his. The internet was a wild ride, browsing through hundreds of websites, finding things that really no one should find, and getting into secure servers without issue. He could even shoot little sparks of electricity from his fingers. The internet had a few names for it: Technopathy, Cyberkinesis, Electronic Manipulation. Whatever it was, he had it now. And he put it to use. He gathered information on a scam that targeted the elderly and sent it all to a reporter signed Chevron, the codename he gave himself. The scammers were all arrested and convicted. It felt good and so Victor kept going, kept refining his skills and his powers. He brought down bigger targets and developed more skills. Chevron is well known. Victor is still just a simple architect.
